Mammadov Novruz Ismayil oglu was born on 15 March 1947 in the village of Shikhmakhmud of Babek district.

After finishing school in 1964, he entered the French language department of the "European languages" faculty of the Azerbaijan Pedagogical Institute of Languages.

Upon completion of his studies with distiction in 1970, he worked as a interpreter and a senior interpreter in Algeria (1967- 1968), in Guinea (1971-1973), and again in Algeria (1978-1981).

Activities

After defending his thesis in 1991, Novruz Mammadov received a PhD degree in philology.

In 1992-1993 Novruz Mammadov worked as Dean of the Preparatory Faculty of the Azerbaijan Pedagogical Institute of Foreign Languages, and in 1993-1997 as Dean of the French Language Faculty.

On April 12, 1997, Novruz Mammadov was appointed the Head of the Foreign Relations Department of the Presidential Administration of Azerbaijan by President Heydar Aliyev.

From 1995 to 1997, he worked as Heydar Aliyev's interpreter.

In January 2002, by the Decree of the President of Azerbaijan, Novruz Mammadov was appointed Ambassador Extraordinary and Plenipotentiary.

In 1998, by order of French President Jacques Chirac, he was awarded the Legion d'Honneur ("Legion of Honour") Order for the contribution in the development of friendly relations between Azerbaijan and France.

From 2005 to 2018, he was a member of the National Commission of the Republic of Azerbaijan for UNESCO.

In 2007, by order of the President of Azerbaijan Ilham Aliyev, Novruz Mammadov was awarded the Order of Shohrat.

In 2009, upon the decree of the President of Poland Lech Kaczynski for the services in the development of Azerbaijani-Polish relations, N. Mammadov was awarded the Order of the Legion of Honour of Poland.

In November 2012, he was appointed Deputy Head of the Presidential Administration.

On 13 March 2017, by the decree of the President of Azerbaijan Ilham Aliyev, Novruz Mammadov was honored with the Order of Sharaf.

From 1 June 2017 to 21 April 2018, he worked as assistant to the President of  Azerbaijan Republic for foreign policy issues and Head of the Foreign Relations Department.

During his tenure, he was a member of the official delegation of Azerbaijan during visits of the President of the Republic of Azerbaijan to foreign countries, various summits, international forums and conferences, and participated in bilateral and multilateral negotiations.

On April 21, 2018, Novruz Mammadov was appointed Prime Minister by the President of the Republic of Azerbaijan. On October 8, 2019 N.Mammadov tendered his resigation.

November 19, 2019, he was appointed Vice-Rector for Scientific Affairs and Innovations at the Azerbaijan University of Languages.

In 2018, by the decree of the President of the French Republic, Novruz Mammadov was awarded with the Order of the Legion of Honour of France with an officer degree.

Fluent in French, Russian, English and Turkish.

Married, has three children.
