The development of education creates a foundation for improving the welfare of the population in a country, as well as for building a higher quality of life for individuals. Education enables people to quickly adapt to technologies, secure a достойное place in the labor market, engage in lifelong learning, adopt a healthy lifestyle, develop a broad worldview, and choose the right approach toward the environment. Investment in education is an investment in the future. Quality education means a quality future.

Ensuring the quality and sustainable development of the higher education system is of great importance for the socio-economic progress of every country.

As we know, accreditation assessment in higher education is a key mechanism that ensures the quality, transparency, and sustainability of education. The growing competitiveness in education, globalization, and the rapidly changing demands of the time and the labor market make this process essential. In this regard, accreditation assessment is considered one of the main tools for objectively evaluating the activities of higher education institutions, determining their compliance with legal and regulatory documents and standards, and improving the quality of education.

Modern accreditation, unlike the traditional “inspection” approach, is characterized more as a development-oriented process. Its main goal is not punishment, but to identify the strengths and weaknesses of higher education institutions and contribute to improving the quality of education. The accreditation process evaluates the compliance of teaching, research, international activities, material and technical resources, and management systems of higher education institutions with established criteria. As a result of this process, institutions gain a clearer understanding of their strengths and weaknesses and can determine their development directions. Thus, accreditation assessment is not only a control mechanism but also a tool for development and improvement.

In the modern era, globalization and international competition, the dynamically changing demands of the labor market, the increasing number of educational institutions, rapid technological development, the application of new teaching methods, and growing societal expectations further increase the necessity of accreditation assessment.

Universities now compete not only locally but also internationally. This trend is reflected in the positions higher education institutions occupy in rankings such as the “QS World University Rankings by Subject.”

As mentioned, the demands of the modern labor market are constantly evolving, requiring more flexible, practically skilled, and broadly educated specialists. In recent years, the emergence of new higher education institutions has been observed, which increases differences in quality. Digital platforms and innovative methods necessitate the application of new evaluation criteria. Parents, students, and employers demand more high-quality and transparent education. Higher education institutions must continuously maintain high educational standards; otherwise, their activities may be questioned in such a competitive environment.

One of the most important advantages of accreditation assessment is its contribution to improving the quality of education. To meet standards, higher education institutions update curricula, enhance the professionalism of teaching staff, strengthen their material and technical base, and create a more favorable learning environment for students. As a result, graduates become more competitive in the labor market.

On the other hand, accreditation assessment also plays an important role in the international recognition of higher education institutions. This creates opportunities for graduates to continue their education or find employment abroad.

Accreditation assessment ensures transparency and accountability, which increases institutional responsibility and public trust in the education system.

Alongside external evaluation, internal evaluation of higher education institutions is also an important mechanism for regularly analyzing and improving their activities. This process allows universities to objectively assess themselves, accurately analyze their current situation, and determine future development directions.

The primary significance of internal evaluation lies in ensuring continuous quality improvement. By regularly reviewing curricula, teaching performance, student achievements, and infrastructure, universities can identify and address shortcomings. This directly contributes to raising the quality of education. The process also fosters a culture of self-assessment and responsibility within institutions.

Another important aspect of internal evaluation is its support for decision-making. Based on collected data, university management can conduct strategic planning, allocate resources more effectively, and identify priority areas. This enables more targeted and systematic development.

In addition, internal evaluation plays a key role in preparing universities for external accreditation processes. By identifying their strengths and weaknesses in advance, institutions can achieve more successful outcomes during accreditation assessments.

Internal evaluation in higher education institutions is not merely a control tool but also a strategic instrument that ensures sustainable development. In my opinion, there is a need for methodological support in conducting internal evaluation processes within Azerbaijan’s higher education system.

To ensure quality in higher education, both internal and external evaluation mechanisms play crucial roles. These two processes complement each other and together enable more effective outcomes. Their interconnection and parallel implementation enhance the efficiency of modern education management. There is a close relationship between these two types of evaluation, with internal evaluation serving as a fundamental basis for external evaluation.

In conclusion, accreditation assessment is a vital and necessary process for maintaining quality in higher education, ensuring development, and adapting to international competition. To ensure the effectiveness of this process, it is essential to move away from formalism, bureaucratic burdens, and subjective approaches, focusing instead on measuring real outcomes, being open to innovation, and considering the local context.
